An airship of unparalleled size and majesty, this civilization grew from a collective tribe of nomads that had grown tired of a life tied to the land and the dangers that came with it. The creators built a great ship, white as fresh snow with accents and sigils of precious metals that glow with a golden light. Together they joined hands and raised the ship up into the sky, high into the clouds. The material of the great ship is unlike any other, and its origins have been lost with time. The greatest surviving civilization of Onnen bound to the air, the Fortress has vastly grown from that first ship into a sprawling principality. Over the years many other airships have been merged with the founding flagship, all tied to each other through mysterious technology forgotten by the rest of the world.

Run by the Empyrean Council who oversees and represents different aspects of the city’s culture, once wary of outsiders the great sky-citadel is has become more open and accepting. Laws apply to all and visitors are held to a higher standard in recognition that they may not understand or respect Khosian’s ways. The founders of the great fortress united their tribes through the central belief that the good of the people is to be upheld first and foremost. What is done for the good of the people is done for the good of all. For the greater good to be upheld, there must be impartiality. No one is exempt from the laws of Khosian, not even the council. A crime committed against one of its citizens is a crime against all.

The entire city and its separate districts draw power from a single place–the zenith. The zenith is the center of Khosian, both literally and figuratively. All the power sources of the airship districts which form the fortress’s construction were expertly fused together to create an exceedingly intricate method of powering the massive construct and enabling it to be directed from a single point within the zenith’s spire. Within the city is a unique public travel system based on small transportation vessels large enough to carry small groups at a single time. They are made from the same material as the airships that compose the city and bear a similar aesthetic design. These vessels of transport only function within the field of the sky fortress’s elaborate and irreplicable power system. In a case of an emergency, power is diverted away from these towards defensive shielding and select evacuation vessels.

The city is divided into districts with a great pearlescent spire at the center. These smaller spires power a barrier of protection against the elements and in times of need, act as a defensive barrier. Each section of city is represented by a once-individual airship used as a base to form the single whole, restructured to be uniform though seams visibly distinct
. Khosian is self-sustained with its own farming district, crops cultivated with the assistance of magic. The city’s water reservoir was uniquely designed to collect condensation from the clouds through magical means and is one-of-a-kind.
